WHO NEEDS A PERMIT?
1. East Hartford residents who want to use the Town transfer station on Ecology Drive.
2. East Hartford residents who want to have bulky waste picked up at the curb.
WHAT IS THE PERMIT PERIOD?
The permit period begins on the date of purchase and expires one year from that date.
WHERE AND WHEN CAN I APPLY FOR, OR RENEW, A PERMIT?
1. Monday through Friday, between 7:30 AM and 3:00 PM, holidays excluded, at the Public Works Administration office, 61 Ecology Drive.
2. Existing permit holders will be notified by mail that their permits are about to expire approximately one month in advance. Upon receipt of an expiration notice, permits can be renewed by mail with payment by check only, or in person at the Public Works Administration office.
WHO IS ELIGIBLE?
1. Owners or occupants of dwelling units on properties containing six or fewer units will be able to obtain a permit to use the transfer station and make appointments for curbside bulky waste pickup. (Generally, these are residents who currently receive trash pickup and recycling service from the Town.)
2. Residents who reside in dwelling units on properties containing seven or more units will be able to obtain a permit to use the transfer station only. (Generally, these are residents who do not have their trash and recyclables picked up by the Town.)
3. Only one permit will be required per dwelling unit.
WHAT IS THE COST?
1. $35/year, or
2. $15/year for those age 65 and older on the date of application. This reduced fee will not apply to non-owner occupied dwelling units unless the applicant is the occupant.
3. The fee will not be pro-rated.
WHAT ARE ACCEPTABLE FORMS OF PAYMENT?
1. At 61 Ecology Drive, payment may be made by cash, check, money order Discover or MasterCard.
2. When renewing by mail, payment may be made by check only.
WHAT SHOULD I BRING WITH ME WHEN I APPLY FOR A PERMIT?
1. Proof of residency or ownership of residential property in East Hartford (driver’s license, copy of tax bill).
2. Vehicle registrations (copies are acceptable) for all of the vehicles that will be used to transport material to the transfer station.
3. Proof of age if applying for the senior discount.
WHAT TYPES OF VEHICLES WILL BE ADMITTED TO THE TRANSFER STATION?
1. EAST HARTFORD RESIDENTS- four-wheeled passenger cars or trucks with a carrying capacity of 2,000 pounds or less, registered in East Hartford, and carrying a non-commercial registration.
2. NON- RESIDENT PROPERTY OWNERS- four-wheeled passenger cars or trucks with a carrying capacity of 2,000 pounds or less and carrying a non-commercial registration.
3. OTHER VEHICLES- permit holders wishing to use borrowed or rented vehicles, commercial vehicles or vehicles with carrying capacities in excess of 2,000 pounds must receive authorization at the transfer station. The Town reserves the right to refuse admittance if the refuse appears to be commercially generated or generated outside of East Hartford.
ARE TRAILERS ALLOWED IN THE TRANSFER STATION?
Yes, as long as a permitted vehicle tows them.
WILL THE TOWN ISSUE VEHICLE STICKERS?
No. Residents and owners who are issued permits will not receive stickers.
IF NO STICKERS ARE ISSUED, HOW WILL TRANSFER STATION PERSONNEL KNOW THAT I HAVE A VALID PERMIT?
The address of the permittee’s home or property, along with the registration numbers of the vehicles they listed on their application, will be stored in a database. When you arrive at the transfer station, or call for an appointment for curbside bulky waste pickup, your vehicle registration number or address will be verified in the database.
HOW DO I ARRANGE FOR CURBSIDE BULKY WASTE PICKUP?
If you have already been issued a permit and are eligible for curbside service (see “WHO IS ELIGIBLE?” above), you need to make an appointment a minimum of one week in advance by calling 291-7337 Monday through Friday, between 7:30 AM and 3:00 PM, holidays excluded.
HOW MANY ITEMS CAN BE LEFT OUT FOR EACH SCHEDULED PICKUP?
A maximum of six items.
WHAT ITEMS WILL BE PICKED UP AT THE CURB?
· Furniture and rugs (mattresses, couches, chairs, dressers, etc.)
· Appliances (sinks, dishwashers, refrigerators with doors removed, etc.)
· Bicycles
· Gas grills without propane tank
· Brush (Maximum 1” in diameter, 3 ft. lengths tied in bundles –6 bundles maximum)
WHAT ITEMS CANNOT BE PICKED UP AT THE CURB?

· Recyclables and rubbish
· Building/demolition debris (shingles, dry wall, lumber, trees, stumps, etc.)
· Items in bags and cardboard boxes
· Propane tanks
· Car parts (including tires and batteries)
· Lawn mowers, snow blowers, tractors
· Hazardous waste (oil based paint, gasoline, oil, antifreeze, fuel oil, pesticides and herbicides)
· Outside items (swimming pools, doghouses, sheds, swing sets, picnic tables, fencing, etc.)
Electronics (TV, computers, Microwaves, etc)
WHAT ARE THE HOURS OF THE TRANSFER STATION?
The hours of operation are from 7:15 AM to 12:00 Noon and 12:30 to 2:45 PM, Monday, Tuesday and Friday and on the first and third Saturdays of each month from 8:00 AM - 1:45 PM. The transfer station is closed on Wednesday and Thursday and on holidays.
WHERE IS THE TRANSFER STATION?
The transfer station is located seven blocks from Main Street off of Burnside Avenue on Ecology Drive.
WHAT ITEMS WILL BE ACCEPTED AT THE TRANSFER STATION?
· Household trash
· Building/demolition debris including roof shingles, dry wall, lumber, siding (with a copy of a building permit)
· Swimming pools, decks, sheds, doghouses, wood or metal fences
· Appliances
· Trees, stumps, brush
· Leaves
· Propane tanks
· Motor oil
· Tires
· Car parts, including batteries. Upholstery must be separated.
· Tractors, lawn mowers, and snowblowers (with oil and fuel removed)
· Corrugated cardboard
Electronics (TV, computers, VCR's printers etc)
WHAT ITEMS WILL NOT BE ACCEPTED AT THE TRANSFER STATION?
· Recyclables not listed above
· Hazardous wastes
· Concrete and masonry materials
· Soil
· Grass
WHAT ITEMS CAN BE DISPOSED OF WITHOUT A PERMIT?
Residents bringing leaves or waste oil only to the transfer station will be admitted without a permit.
